Scraping

Cheap up front, expensive in practice. Public directories and company websites are usually out of date, and general contact info (an "info@" inbox) rarely reaches an actual buyer. You'll also spend engineering time maintaining scrapers that break every time a site changes its layout.

Building it in-house

The most accurate option, but slow. This is really an SDR research task disguised as a data project — someone has to look up each company, find the right contact, and verify it.
